Read previewThe US plans to send more than $1 billion in arms and ammunition to Israel despite growing tensions between President Joe Biden and Israel's Prime Minister Benjamin Netanyahu. Getting the weapons to Israel could be a lengthy process. AdvertisementBiden later warned he would withhold additional weaponry if Israel went ahead with a widespread ground assault on the city. Seth Binder, an expert on US weapons sales with the Middle East Democracy Center, told the Journal that Biden's apparent U-turn weakens his influence over Netanyahu. Analysts say that Biden's handling of the Gaza war is among the issues corroding his support among them.

CNN —The signs are mounting that the International Criminal Court (ICC) is weighing an indictment against Israeli Prime Minister Benjamin Netanyahu and other top Israeli officials over Israel’s conduct of its war against Hamas in Gaza. But in 2015 the ICC stepped in to decide that implicitly it is, by accepting it — without consulting the Assembly of States Parties (ASP), representing ICC member states. Could the highly respected chief prosecutor, Britain’s Karim Khan, be feeling some pressure to play his part in ramping up the pressure on Netanyahu? Netanyahu is on the ropes politically and would almost certainly be trounced in an election held today. Israel desperately needs Netanyahu to be gone, as does the region and the world.

“My commitment to the safety of the Jewish people, the security of Israel, and its right to exist as an independent Jewish state is ironclad. The former was appointed finance minister and was given responsibility for West Bank settlements. After the October 7 terrorist attack, Netanyahu had an opportunity to remove Smotrich and Ben Gvir from their posts when the first offer from the opposition for a unity government involved their elimination from the cabinet. It also gives license to followers of these extremists to, as we have seen, attack Palestinians in the West Bank and even to attack a Jordanian aid convoy. CNN —As one of the lead negotiators for students protesting inside the grounds of Columbia University, Mahmoud Khalil said his primary objective was to get the university to sever all financial ties with Israel. Khalil said Columbia never put anything in writing, instead making offers verbally. But without a firm promise, Columbia’s offer didn’t go far enough for Khalil and other protesters, since the university had previously rejected divestment proposals. Khalil said they then presented Columbia with another offer: Rather than dump Israel-tied investments, Columbia could instead divest from weapons manufacturing companies and any companies complicit in violating international law. Read previewEarly on Tuesday, Israeli tanks seized control of the vital Rafah border crossing between Gaza and Egypt. But throughout its eight-month war, Israel has shown that it is willing to reject and ignore the advice of its most important international ally, the US. Israel on Monday warned civilians in eastern Rafah to evacuate, indicating that an attack may be imminent. His coalition is fragile, and he relies on the support of far-right lawmakers who are demanding an attack on Rafah. AdvertisementThe Gaza war has repeatedly threatened to spill into a wider regional conflict, and scenes of new civilian suffering in Rafah could intensify that threat.

But the other part of the deal, which is seen as critical to winning support in Congress, is for Saudi Arabia to normalize relations with Israel. There are a lot of “ifs” and “provided thats” in this equation that seem most unlikely today. As a result, the U.S. and the Saudis are considering finalizing the deal and taking it to Congress with the stated proviso that Saudi Arabia will normalize relations with Israel the minute Israel has a government ready to meet the Saudi-U.S. terms. Hopefully, though, if there can be a permanent end of fighting and a return of all Israelis taken hostage, Israel will hold new elections. And then — maybe, just maybe — the choice on the table for Israelis will not be Bibi or no Bibi, but Bibi or a credible pathway to peace with Saudi Arabia and the Palestinians.

The Palestinian militant group has long called for the Jewish state to be destroyed. Basem Naim, an Istanbul-based member of Hamas’ political bureau, told CNN on Thursday that the group would agree to disarm if an independent Palestinian state was established. Hamas has traditionally rejected a two-state solution that would see a Palestinian state established alongside Israel and has instead advocated the creation of a Palestinian state in all of historic Palestine that today encompasses Israel, the occupied West Bank, occupied East Jerusalem and Gaza. Barghouti said Hamas indicated as far back as 2007, when it led a Palestinian national unity government, that it is willing to accept a Palestinian state along the 1967 borders. Last week, Turkish Foreign Minister Hakan Fidan said at a news conference in the Qatari capital Doha that Hamas is willing to function solely as a political party once a Palestinian state is created, citing meetings between the group and Turkish officials.

A West Bank-wide labor strike has been called for Sunday, a working day, over Palestinian deaths in Tulkarem in the West Bank and Gaza, Palestinian political faction Fatah said on Saturday, according to official Palestinian news agency WAFA. The strike calls on people "to unite in support of our people," Fatah said, according to WAFA. The Palestinian Teachers Union said that a general strike will be adhered to at all schools, educational facilities, and the ministry, WAFA reported, adding that the General Union of Transport Workers also said it is committed to adhering to the strike. Some context: The call for a general strike was announced after 14 Palestinians were killed in an Israeli military operation in Nur Shams refugee camp near Tulkarem, in the West Bank, according to the Palestinian Ministry of Health.

The United States blocked the U.N. Security Council on Thursday from moving forward on a Palestinian bid to be recognized as a full member state at the United Nations, quashing an effort by Palestinian allies to get the world body to back the effort. The vote was 12 in favor of the resolution and one — the United States — opposed, with abstentions from Britain and Switzerland. The United States, along with the four other permanent members of the Council, can veto any action before it. Full Palestinian membership in the U.N. would be an important if largely symbolic victory for the Palestinian Authority, which has long sought a nation-state. In 2007, the militant group Hamas drove the Palestinian Authority, which President Mahmoud Abbas leads and which exercises limited self-rule in the occupied West Bank, from power in the Gaza Strip.

CNN —Israel’s military said its troops made a series of “grave” mistakes and violated protocol in their strikes that killed seven aid workers in Gaza this week. The IDF is considering distributing thermal stickers for aid vehicles to prevent this happening again in the future, he added. After the first vehicle was struck, some of the surviving aid workers fled to the other vehicles in the convoy – which were also struck, the spokesperson said. People gather around one of the WCK vehicles struck by the IDF, April 2, 2024. CNN —The war in Gaza has been raging for six months and the patience of Israel’s allies is running out. WCK and Anera, another aid group, have said they will pause operations in Gaza following the incident. Israel maintains there is no limit on the amount of food or humanitarian aid that can enter Gaza, but aid agencies accuse it of deliberately restricting deliveries. Shortly afterwards, American Near East Refugee Aid (Anera), an NGO that delivers aid to the West Bank, the Gaza Strip, Lebanon and Jordan, also suspended its Gaza operations. Along with Turkey, the UAE is the biggest donor of aid to Gaza, according to COGAT, providing 25% of all aid from foreign nations. United Nations CNN —The Palestinian Authority is again requesting membership in the United Nations, according to a post on X from the Palestinian permanent observer mission to the UN on Tuesday. In September 2011, the Palestinian Authority failed to win UN recognition as an independent member state. Since then, Hamas has ruled Gaza and the Palestinian Authority governs parts of the Israeli-occupied West Bank. The US favors a reformed Palestinian Authority leading both the West Bank and Gaza as part of an eventual independent state. But Israel has rejected the prospect of the Palestinian Authority returning to Gaza after the ongoing war, and has dismissed the idea of establishing a Palestinian state in the territories.

A heavy Israeli police contingent checked worshipers on Friday entering the Aqsa Mosque compound in Jerusalem, where the threat of unrest loomed over the conclusion of Ramadan, the holiest month for Muslims and one that has taken on added significance during the war in Gaza. Al Aqsa is one of the holiest sites for Muslims and part of a compound that is sacred to Jews, who call it the Temple Mount. The rules have tightened further since Oct. 7, and most Palestinians may not be able to answer Hamas’s call to flock to Al Aqsa even if they want to. Israel’s agency overseeing policy for the Palestinian territories said on Monday that only men over age 55, women over 50 and children under 10 would be allowed to enter Israel from the West Bank to pray at Al Aqsa on Fridays during Ramadan. The group has issued similar statements during its war with Israel.

During the interview, Naim rejected defining Hamas’ attacks as terrorism, falsely claiming that his organization does not target civilians. Hamas has denied international organizations any access to those hostages still in captivity to assess their wellbeing. While Naim denied the allegations of sexual violence, he said Hamas was unable to account for the wellbeing of the hostages because of the continued bombardment of Gaza. In recent weeks, many civilians in Gaza have increasingly blamed Hamas for the mounting starvation.
